IT Manager (2-year contract, renewable)

Responsibilities:

• Formulate IT strategies, policies, and guidelines to meet the current and future needs of the agency.
• Manage all network infrastructure, including server administration and network security.
• Plan, develop, implement, and maintain major IT projects (e.g., Donor Database system); monitor project resources, budgets, and forecasts. Provide solutions for system upgrades, data security management, and web application development.
• Oversee and manage web-based and cloud-based platforms, including web server/application and website/CMS development and maintenance.
• Work with internal or external auditing firms to conduct IT audits and ensure compliance with IT-related requirements from local government, industry, and the organization.
• Manage IT-related risks and report any significant IT risks to senior management. Regular assess and update risk management strategies, stay proactive and prepared.
• Manage IT disaster recovery implementation, including data and system backup/restoration, and logs management (system log, backup log, audit log).
• Review and study existing operational processes to recommend IT applications/solutions for enhanced efficiency.
• Manage IT assets and inventory; evaluate, recommend, and procure hardware and software; liaise with vendors for purchasing, tendering, and maintenance.
• Provide technical support and knowledge transfer to staff in HK, Macau, and ML offices; address and resolve IT inquiries.
• Configure, troubleshoot, and maintain computer/server/network/IP phone equipment.
• Lead and supervise a small IT team.
• Perform any other ad hoc tasks as required.

Requirements:

• Degree in computer and information technology or related fields.
• 10+ years of IT experience in project development, database administration, and network management, preferably in non-profits.
• 5+ years in managerial roles with strong project management and leadership skills.
• Proficient in cloud technologies (AWS, Azure), programming, network administration, and server products (Linux, Apache, SQL, VMware, FortiGate).
• Experience in IT Service Management (ITSM) and Information Security Management Systems (ISMS).
• Hands-on with virtual servers, desktop environments, high-traffic public websites, and Windows/Microsoft applications.
• Skilled in WAN/LAN, VPN, internet/intranet applications, reporting tools, and programming languages (VB, SQL, .NET).
• Capable of diagnosing and resolving complex technical issues and translating technical information for non-technical staff.
• Available to work outside normal office hours, independently or in a team.
• Excellent communication skills in English and Chinese, including Putonghua.
• Identification with Oxfam’s mission and vision is a must.
