IT Manager in the Enterprise Solutions Office [Ref. R/092/24]

As part of the Central IT at City University of Hong Kong, Enterprise Solutions Office (ESU) is responsible for managing the University’s central information systems, as well as integrating advanced technology into the administrative processes of the University.

Reporting to the Director of ESU (or delegate), the appointee will be responsible for leading team(s) to develop, maintain, and implement information systems to cope with evolving business needs in daily operation and the digital transformation of the University.

Duties

1. Work closely with senior management and key stakeholders of Central IT to translate business needs into actionable IT initiatives and recommend solutions;
2. Design, implement and maintain the information systems for the responsible business domains and stakeholders incorporating AI tools where applicable;
3. Lead teams in planning and implementing information systems/solutions to fulfil the business needs;
4. Develop and maintain effective partnerships and teamwork through close collaboration with internal stakeholders, IT teams and external vendors;
5. Lead teams to upkeep system specifications, user manuals and related documentation;
6. Provide guidance / coaching for team members to promote continuous service improvement, including the adoption of AI technologies;
7. Stay up-to-date with industry best practices and emerging technologies, recommending innovative solutions to enhance the user experience, operational excellence and sustainability for IT services provided;
8. Perform evaluations and proof-of-concept on new technologies or solutions including AI-driven options; and
9. Perform any other duties as assigned.

Requirements

1. A Bachelor’s degree in Computer Science/Information Technology or related disciplines with at least 10 years’ post-qualification work experience in IT development and/or implementation of major applications;
2. Solid knowledge and experience in IT project management, service management and operation management;
3. Solid experience in application development with SQL, PL/SQL, Java, HTML, CSS, JavaScript, AJAX, Python, jQuery and Bootstrap;
4. Proven experience in one or more of the following business domain(s):
   • Finance Management
   • Student Information and Service Management
   • Research Information Management
5. Proficient in both written and spoken English and Chinese (including Putonghua);
6. Strong analytical and problem-solving skills, with the ability to make data-driven decisions;
7. Good communication and interpersonal skills, with the ability to effectively collaborate with stakeholders; and
8. Ability to work independently and as part of a team in a fast-paced, deadline-driven environment, with strong leadership skills and commitment.
9. Experience working in Higher Education sector and use of AI tools would be an advantage.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
