Nature-based Solutions (NbS) Project Manager

WHAT WE CAN ACHIEVE TOGETHER

Nature-based Solutions (NbS) are to maximise the ability of nature to provide ecosystem services that help address a human challenge, such as climate change adaptation, disaster-risk reduction, reducing water pollution and food production, while at the same time helping restore and enhance biodiversity. The Nature Conservancy Hong Kong business unit is developing a NBS for Climate strategy that aims to design and implement NBS for Climate pilot projects as proof of concept on the ground—with a focus on the Northern Metropolis region, and to influence urban planning processes by incorporating NBS concept and methodologies into development policies.

The NbS project Manager will be responsible for managing and leading small to large-scale complex projects across the Hong Kong TNC work programme that contributes to TNC’s 2030 goals. A primary focus of the role will be to build the NBS evidence base through academic partnerships, demonstrate NBS site projects and engage with government, local communities and other parties to incentivise the uptake of NBS pathways such as coastal wetland restoration.

This is intended to be a full-time, fixed term (three year) position, with possibility to renew.

Candidate with more experience and qualifications may be considered as Senior NbS Project Manager.

ESSENTIAL FUNCTIONS

The NbS  Project Manager will establish project goals and success factors, and will develop projects plans, budgets, metrics, and schedules with input and buy-in from key stakeholders and team members. The NbS Project Manager is to lead pilot project management on the ground and carry out quality control of contractors’ deliverables. The NbS Project Manager will also solicit global and regional climate program resources and enlist support from other Hong Kong team members on different aspects of the NBS work. Throughout the project lifecycle, The NbS Project Manager will utilise project management methodologies and processes, and ensure project progress monitoring and measurements. The NbS Project Manager  identifies challenges and opportunities, conduct corrective action as necessary, and communicate project status information to all stakeholders. The NbS Project Manager will put emphasis on building government relations and engage urban planners, and act as a spokesperson for TNC HK’s NBS program when needed.

RESPONSIBILITIES & SCOPE

• Act independently and in supervisor’s stead, as needed; exercise independent judgment to identify and solve problems,
• Coordinate the work of cross-functional, cross-divisional teams towards a desired outcome,
• Demonstrate sensitivity in handling confidential information,
• Develop and implement new initiatives that will ensure department and organisation-wide goals and strategies are achieved,
• Ensure programmatic commitments, Conservancy polices and procedures, financial standard , and legal requirements are met and managed for compliance , decisions may bind the organization financially or legally,
• Manage project budgets and assist with budget development related to strategic projects,
• Manage and implement multiple complex projects, including managing projects teams, setting deadlines, and ensuring accountability,
• May manage or participate in complex negotiations,
• May supervise one or more administrative or professional staff, including training and professional development,
• Travel occasionally, working long and flexible hours as needed,
• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain,
• Work is diversified and may not always fall under established practices and guidelines, and
• Work within scope of program’s strategic goals.

MINIMUM QUALIFICATIONS

• BA/BS degree and 5 years’ experience in conservation practice or equivalent combination of education and experience.
• Supervisory experience, including motivating, leading, setting objectives and managing performance.
• Experience in partnership development with non-profit partners, community groups and/or government agencies
• Experience negotiating.
• Experience in managing project teams and working with cross-functionals staff,
• Experience in managing scheduling, staffing, workloads and financial aspects of small to large projects that range from short to long term under deadlines and
• Experience using project management techniques and tools such as Microsoft Project

DESIRED QUALIFICATIONS

• Master or above degree in relevant conservation fields
• Multi-lingual skills and multi-cultural or cross-cultural experience appreciated
• 5-7 years’ experience in conservation practice or related field or equivalent combination of education and experience.
• Demonstrated experience influencing, developing and implementing conservation policy and plans.
• Knowledge of current trends and practices in relevant discipline(s) and regions.
• Knowledge of methods and standards of biodiversity information systems and initiatives or related field.
• Demonstrated experience in fundraising.
• Politically savvy.
• Knowledge of land management conservation practice and climate science.
• Strong project management skills with sensitivity to timeline(s)
• Strategic thinking and strong problem-solving skills.
• Excellent communication skills via written, spoken and graphical means, and ability to explain conservation practices to technical and non-technical audiences
