Job Description

Job Purpose

The role is responsible for overseeing the SPCA’s sourcing, purchasing and supply chain activities to ensure the Society acquires the most cost-efficient procurement strategy without compromising on quality, and smoothness of the logistics, warehousing, stock control and last mile delivery.

Roles & Responsibilities:

  • Review existing procurement and supply chain practices, assess the needs, strengths and areas of development for the departments, including but not limited to medical supplies, food supplies for animals under our care, retail stock, and facilities.
  • Partner with executive management to define the procurement and supply chain strategy, craft the execution roadmap, and enhance policies, procedures and workflows.
  • Perform all procurement and supply chain activities, including but not limited to tender management, vendor and supplier sourcing and evaluation, terms and conditions negotiation, contract preparation, on-time delivery of goods, warehousing and last mile delivery.
  • Conduct analysis on procurement data and prepare reports for executive management review including financials, forecasting on future goods, services and purchase requisitions demands, and reflect on annual budget.
  • Develop inventory control systems and tracking the demand for inventory replenishment.
  • Conduct annual stock take and liaise with Finance and Accounting Team during annual audit cycle.
  • Lead the digitalization efforts to modernize the stock management and processes.
  • Conduct market research and support teams to review the availability of products under our portfolio to maintain relevancy to the market.
  • Develop strong and advantageous strategic partnership with vendors and suppliers.
  • Monitor and conduct analysis on vendor and supplier performance for optimal business operations.
  • Perform risk management for supply contracts and agreements.

Experience, Skills & Abilities:

  • Bachelor’s Degree or above in Procurement and Supply Chain Management, Logistics or related disciplines.
  • Minimum 8 years of relevant experience, with a sound record in vendor management and negotiation, strategy development and execution.
  • Strong negotiation and problem solving skills.
  • Experience in data analytics and transfer the data into action plans.
  • A motivated individual who is resilient and can deal with challenges.
  • Strong communicator who has experience in advising people at all levels (internal / external).
  • Good team player with strong people management and inter-personal skills.
  • Strong sense of responsibility and accountability.
  • Strong operational excellence, innovation and continuous improvement mind-set.
  • Able to work independently and under pressure.
  • Proactive with positive and hands-on attitude, and able to meet timelines.
  • Good command of written and spoken English, Cantonese, and Mandarin.
  • Good PC skills.
  • Genuine interest in the welfare of all animals.
