Secretary to the Governing Board of City University of Hong Kong (Dongguan) in the Council Secretariat [Ref. R/081/25]Duties
The appointee will serve as the Secretary to the Governing Board of City University of Hong Kong (Dongguan) [“CityUHK(DG)”]. Reporting to the Secretary to Council of CityUHK, s/he is expected to travel between Hong Kong and Dongguan to maintain a close working relationship with key stakeholders and discharge his/her responsibilities. Main duties include to:

Supervise a small team to support CityUHK(DG)’s Governing Board (“Board”) to ensure good governance and compliance in performing its tasks;

Serve as the governance resource between the Board and the CityUHK(DG) Administration to coordinate and facilitate CityUHK(DG)’s development and operational issues;

Report to and support the Chairman of the Board to convene and coordinate meetings;
-
Prepare minutes, reports, position papers, and documentation for the Board and committees of the University;

Keep track of all outstanding Board matters and governance related policies to ensure that they are timely and properly addressed and recorded;

Facilitate effective communication between relevant key stakeholders at CityUHK and CityUHK(DG) with the aim to ensure that the University’s strategic objectives are met and CityUHK(DG) adopts the same governance standards as CityUHK; and
-
Perform any other duties as assigned by the Chairman of the Governing Board of CityUHK(DG).
Requirements

A Master’s degree or above with more than 15 years’ relevant work experience in public bodies, of which at least half must be within higher education institutions in Hong Kong or the Mainland;

Proven expertise in institutional governance, legal and regulatory compliance and PRC-related operations of public bodies;

Strong analytical and organisational skills with outstanding ability to support high-level committee work;

Excellent command of written and spoken English and Chinese (including Putonghua); and
-
Strong diplomatic and protocol skills in Mainland China contexts are required.

Experience in Chinese-Foreign cooperative education projects, relevant professional qualification(s) (e.g. CPA, solicitor or chartered secretary) and teaching/research experience in the higher education sector would be a distinct advantage.
Salary and Conditions of Service
Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
